Abstract
Community leaders in a study of eight watersheds ranked education ahead of health, roads, and streets, and erosion and flood control as the most valuable public service categories of community development. Under the water resource categories, respondents rated water channel development first in importance and land treatment second. More than 98 percent of the leaders favored the Small Watershed Program. Suggested changes in the program were to reduce the time needed to plan and install projects, build structures to physical capacity, emphasize other uses of water, and assure public access to reservoirs.
