This paper firstly made an analysis on transfer of agricultural surplus labor in the end of the 20th century. On this basis, it made reflection on policy of agricultural surplus labor. Then, it stated that there is a great deviation of transfer of agricultural surplus labor from practical requirement and pointed out basic internationally recognized ideas of agricultural surplus labor transfer. Finally, it came up with recommendations for formulating agricultural surplus labor transfer.
