Abstract

La situacion de economica madura del ague a la que se enfrentan numerosos paises, incluido Espana, esta propiciando la adoptcion de politicas de demanda para intentar racionalizar su consumo, entre dichos instrumentos los mercados de aqua se perciben como una institucion capaz de generar una asignacion eficiente del recurso. La Reforma de la Ley de Aguas de 1999 en Espana incluye en su normativa la posibilidad de realizar contratos de arrendamiento de derechos de uso del agua. El exito de dicho desarrollo normativo estara sujeto a las caracteristicas especificas de la economica del agua del pais y, por lo tanto, estas condicionaran en gran medida el correcto funcionamiento de los mercados de aguq. Este trabajo analiza el caso espanol, senalando las circunstancias que van a dificultar el correcto funcionamiento de este instrumento economico...A mature economy of water can be found in several countries all over the world. That is the reason why in these countries water demand policies have been recently developed, in order to rationalize its consumption. Among these instruments, water markets are perceived to be the most promising one in this way, allowing a more efficient allocation of the resource. Spain it is included into these countries with water supply problems. Thus, the Spanish Water Act Reform achieved in 1999 includes the possibility to develop spot markets for water (use rights leasing). The success of this reform will be subject to the specific characteristics of the economy of the water in this country, which will condition the correct operation of the water markets. This paper analyses the Spanish case, pointing out the circumstances that will hinder the correct operation of this economic instrument.
