La reforma de la Política Agrícola Comunitaria (PAC) de la Agenda 2000, acordada en 1999, tiene en el concepto de multifuncionalidad de la agricultura europea uno de sus objetivos y justificaciones esenciales. Este trabajo pretende contribuir al debate revisando los argumentos económicos que están sustentando el concepto de multifuncionalidad, especialmente los de externalidad y producción conjunta. Esta revisión tiene por objeto analizar qué indicaciones pueden darse desde la teoría económica para el diseño de políticas que tengan este concepto por objeto. Este análisis estudia con atención la validez de la Agenda 2000 como instrumento político en defensa de la multifucionalidad, así como las posturas desarrolladas por los principales bloques involucrados en las negociaciones de la OMC.....The multifunctionality of the European agriculture is one of the main objectives and a basic justification of the Common Agricultural Policy (CAP) after the Agenda 2000 reform approved in 1999. This paper attempts to make a contribution to the debate about multifunctionality, through the revision of the economic concepts underlying multifunctionality, with special attention to externalities and joint-production. This revision has the purpose to analyse which indications should be given to the design of policies on multifunctionality from the economic theory. The suitability of Agenda 2000 to defend the agricultural multifuncionality is carefully studied and also the position about multifunctionality of the different World Trade Organisation (WTO) members.
