Abstract

Zusammenfassung Erreichbarkeit spielt sowohl für Standortentscheidungen und die regionale Entwicklung als auch für die individuelle Lebenssituation der Bürger eine wichtige Rolle, denn Erreichbarkeitsverhält-nisse bestimmen neben der Qualität des Infrastrukturangebots den regionalen Versorgungsgrad mit Infrastruktur. Auch für die aktuelle Diskussion über die Sicherung der Daseinsvorsorge sind aktuelle Informationen über die Erreichbarkeit von Einrichtungen der Daseinsvorsorge notwen-dig, um sich vor dem Hintergrund des normativen Anspruches der Aufrechterhaltung gleichwer-tiger Lebensbedingungen in allen Landesteilen ein sachliches und realistisches Bild über die der-zeitige Situation als Ausgangsbasis für ggf. notwendige Politikmaßnahmen/-interventionen ma-chen zu können. Vor diesem Hintergrund befasst sich die vorliegende Studie mit der Erreich-barkeit öffentlicher Apotheken als eine - insbesondere in ländlichen Räumen - wichtige Schlüssel-dienstleistung für die individuelle Gesundheitsversorgung der Bürger anhand der Analyse der Erreichbarkeit öffentlicher Apotheken auf Basis eines rasterbasierten GIS-Erreichbarkeitsmodells. Als Ergebnis lässt sich festhalten, dass, obwohl in Deutschland die Anzahl der Apotheken seit 2003 stetig zurückgeht und die Apothekendichte in Deutschland leicht unter dem europäischen Durchschnitt liegt, im Durchschnitt eine öffentliche Apotheke innerhalb von 4 Minuten PKW-Fahrzeit erreicht wird. Obwohl eine regionalisierte Betrachtung zeigt, dass sehr wohl Regionen, v. a. in ländlichen Räumen, existieren, bei denen Entfernungen größer als 15 km in Kauf genom-men werden müssen, um die dem Wohnort nächstgelegene öffentliche Apotheke zu erreichen, hat eine Abschätzung der davon betroffenen Bevölkerung ergeben, dass dies nur für einen sehr kleinen Anteil von ca. 0,16 % der Bürger zutrifft. Obwohl öffentliche Apotheken relativ gut mit dem PKW erreicht werden können, hat die Analyse aber auch gezeigt, dass eine wohnortnahe fußläufige Erreichbarkeit (≤ 15 Minuten) insbesondere in ländlichen Räumen nur für einen gerin-gen Anteil der Bevölkerung (ca. 10 % ländliche Räume; ca. 49 % nicht ländliche Räume) gegeben ist. Zusammenfassend lässt sich auf Basis der Modellergebnisse schlussfolgern, dass derzeit in Deutschland insgesamt gesehen die wohnortnahe Erreichbarkeit öffentlicher Apotheken flächen-deckend gewährleistet ist.-----------Summary Accessibility is as important for location decision and regional development as it is for the indi-vidual life situation of the citizens. The reason is that accessibility determines the regional quality and provision of infrastructure. Considering the normative political claim to provide comparable living conditions in all regions of Germany actual empirically sound information about the acces-sibility of services of general interest are important in order to get an objective and realistic ii Zusammenfassung/Summary impression about the current situation which can function as input for future policy actions and interventions. The study focuses on the accessibility of pharmacies as one core service of general interest important for the medicare of the citizens by analysing the accessibility of pharmacies based on a raster-based GIS accessibility analysis. Thereby the study especially focuses on the accessibility of pharmacies in rural areas. The analysed data allows to reason that in spite of the fact that in Germany the number of pharmacies has been steadily declining since 2003 and that Germany’s pharmacy density is slightly below the European average a pharmacy can still be accessed within 4 minutes driving time on average throughout the country. Although a regional consideration shows that there exists regions with pharmacies less accessible, mainly in rural areas, an estimation of the affected population reveals that only approximately 0.16 % of Germany‘s citizens have to cover a distance greater than 15 km to reach the public pharmacy next to their home. Nevertheless differentiating between driving time/distances and walking time/distances great differences in pharmacy accessibility exists whereas especially in rural areas a great percentage of the population needs more than 15 minutes by foot to reach the next pharmacy. Nevertheless, all in all according to the model results it can be reasoned that the overall accessibility of pharmacies near the place of residence is nationwide guaranteed in Ger-many at present.
