Abstract

As condições climáticas da sub-região semi-árida do Nordeste, que representam um obstáculo para o cultivo dos grãos e a prática da pecuária, transformam-se numa vantagem quando se trata da fruticultura irrigada. Daí a produção dos perímetros irrigados do Nordeste ter se voltado para o cultivo das frutas. Mas o Nordeste conta ainda com outras localidades onde se pratica a fruticultura de sequeiro. Por isso, a fruticultura alcançou participação importante dentro das aplicações do Banco do Nordeste do Brasil (BNB). Entretanto, constata-se que os impactos da aplicação do crédito rural na fruticultura são modestos e incompatíveis com as potencialidades da fruticultura regional, em termos de benefícios socioeconômicos e ambientais gerados. Em 2004/2005, o BNB realizou estudo com o intuito de conhecer melhor a fruticultura regional, as razões dos desempenhos constatados e especialmente as suas vulnerabilidades para, a partir disso, modificar os procedimentos do Banco no apoio à fruticultura. A pesquisa, resumida neste artigo, confirma a hipótese de que as condições materiais e de conhecimento dos fruticultores, bem assim a sua integração com os meios agroecológico e socioeconômico estão fortemente correlacionadas com os resultados por eles obtidos. Os fruticultores que apresentaram melhor desempenho contam com uma base material superior à dos demais, têm uma maior dotação de conhecimento formal, contam com uma assistência técnica mais assídua e sabem buscar melhor as informações. Os resultados reforçam a importância da dotação de capital físico para uma fruticultura de sucesso mas destacam a necessidade de uma escala mínima. Destacam ainda que o fortalecimento do capital humano, na forma de educação voltada para a produção, a comercialização e a gestão da propriedade deveria ter tanta importância quanto o capital físico. -------------------------------------------------------- The climatic conditions of Northeast’s semi-arid sub-area, that represent an obstacle for the cultivation of the grains and for the practice of livestock, become an advantage for irrigated fruit growing. For this reason the production of Northeast’s irrigated perimeters turned to the cultivation of the fruits. But the Northeast still counts with other places where the non-irrigated horticulture is practiced. Therefore, the fruit growing reached important participation inside of the Bank of the Northeast of Brazil’s (BNB) applications. However, it is verified that the impacts of the rural credit applications in the horticulture are modest and incompatible with the regional horticulture potentialities’, in terms of socioeconomic and environmental benefits generated. In 2004/2005, BNB accomplished a study with the intention of knowing the regional fruit growing better, the reasons of the verified performance and especially their vulnerabilities. With this, it could modify the Bank procedures in the support to the horticulture. The research, summarized in this article, confirms the hypothesis that the fruit growers’ material and knowledge conditions, as well as their integration with the environmental and socioeconomic conditions are strongly correlated with their performance. The fruit growers that presented better acting have a superior material and a larger endowment of formal knowledge; they count with a more assiduous technical support and know how to look for knowledge. The results reinforce the importance of the physical capital endowment for a success fruit growing but detach the need of a minimum scale. They highlight although the invigoration of the "human capital", under the form of knowledge for production, commercialization and the administration of the property, should have as many importance as the physical capital.
