Abstract
A vizsgálatokból megállapítható, hogy a kialakult helyzet igencsak ellentmondásos, mert még Franciaországban is – ahol valamennyi EU tagország közül a legstrukturáltabb és a legátfogóbb a fiatal gazdák támogatása – csökken a fiatal gazdálkodók száma. Ez igazolja, hogy a támogatás önmagában nem elégséges, hanem megfelelő társadalmi közeg és légkör kialakulása is szükséges. Az Európai Unióban nagyobb erőfeszítések, racionálisabb intézkedések és a támogatások növelése indokolt:
- A fiatal gazdákról – folyamatosan karbantartott – információs rendszer működtetése.
- A gazdálkodás beindításához szükséges befektetések, magas költségek nagyobb arányú támogatása.
- Az előnyugdíj intézményének korszerűsítése, hatékonyabb ösztönzése.
- A gazdaságok átadásának társadalmi és jogi könnyítése.
- Oktatás, képzés és ezzel kapcsolatos hálózatépítés korszerűsítése.
- Az intézkedések jobb összehangolása.
- A fiatal gazdák támogatását célzó intézkedés hatékonyságának növelése, a célcsoport jobb meghatározásával, pl.: innovatív mezőgazdasági fejlesztés, vagy bioenergia terén tevékenykedők támogatásával.
- Adózási és jogi/öröklési akadályok feloldása.
Kedvezőbb légkör kialakítása vidékfejlesztéssel.
------------------------------------------ It can be concluded from the investigations that the current situation is rather contradictory, because even in France – where subsidies for young farmers are the most structured and comprehensive among all EU member States – the number of young farmers is falling. This confirms that subsidies are not in themselves sufficient; rather the development of a suitable social environment and atmosphere is necessary. Greater efforts, more rational measures and an increase in subsidies are required in the EU:
- Operation of a continuously maintained information system about young farmers.
- Subsidisation of a greater proportion of the necessary investments and high expenditure required for starting a farm.
- Modernisation of the early retirement institution and its more effective promotion.
- Easing the handover of farms, both socially and legally.
- Modernisation of education, training and related network development.
- Better harmonisation of measures.
- Increasing the effectiveness of the measures aimed at supporting young farmers, by better definition of the target group, e.g.: innovative agricultural development or support for those working in the field of bio-energy.
- Removal of taxation and legal/inheritance obstacles.
Creation of a more favourable environment through regional development.
