Abstract: The aim of the following "Discussions Paper" is to present the organisation and tasks of the current consulting service in Russian agriculture exemplified on Omskaya Oblast. Also, the structure of German advisory service in agriculture is described. German consulting service is especially interesting because of transition process in Eastern German Länder from plan to market economy and establishment of new market institutions in agricultural sector. As a new instrument for agricultural consulting service the Data Envelopment Analysis is presented.
