| Abstract: | A system of individual transferable quotas (ITQs) was introduced into the southern bluefin tuna (SBT) fishery in 1984. This was the first such management system to be introduced in Australia and among the first worldwide. Its introduction marked a radical departure from traditional management regimes based on limiting the number of boats allowed to operate and other input controls. Because ITQs are a potential management option for many other fisheries, their success or otherwise in improving the economic performance and prospects of the SBT fishery is likely to have ramifications for the future direction of fisheries management in Australia. The impact of the ITQ scheme on fishery profitability is assessed in relation to the expected outcomes of alternative management programs if they had been introduced instead of ITQs. A model that draws together the major biological, physical, and economic relationships in the fishery provides a framework for this analysis. |
