Title: Enterprise Allocation System in the Offshore Groundfish Sector in Atlantic Canada
Authors: Gardner, Michael

Vol. 5 No. 4
Abstract: Following the extension of fisheries jurisdiction to 200 miles in 1977, Canada managed its Atlantic groundfish fisheries using total allowable catches and a variety of traditional controls on fishing effort. These controls were largely ineffective in resolving two of the inherent problems arising from the common property characteristics of the fishery: competitive fishing in the short run, and the tendency toward overcapitalization in the long run. In 1982 a system of output controls in the form of enterprise allocations was implemented in the offshore sector of the fishery. This article describes the elements of the system and examines the changes in operating and investment behavior of the companies holding the enterprise allocations. The bundle of rights incorporated in the enterprise allocation is assessed and suggestions are made on how these rights might be modified to improve gains in efficiency already achieved. A case study of the impact of the system on one vertically integrated company is presented. The merits of the system are contrasted with behavior in the inshore sector still subject to traditional input controls.
