Authors: Brouwer, Floor M.; Godeschalk, Frans E.

Abstract: The integration of nature management, landscape and environmental concerns into the Common Agricultural Policy (CAP) has gained momentum with the CAP reforms adopted in June 2003. The report explores instruments and approaches that contribute to the inte-gration of nature conservation and landscape concerns into the CAP. A broader use of the CAP instruments might help to achieve nature types in the Netherlands.

Dutch AG-MEMOD model; A tool to analyse the agri-food sector

Title: Dutch AG-MEMOD model; A tool to analyse the agri-food sector

Authors: van Leeuwen, M.; Tabeau, A.

Abstract: Agricultural policies in the European Union (EU) have a history of continuous reform. AG-MEMOD, acronym for Agricultural sector in the Member states and EU: econometric modelling for projections and analysis of EU policies on agriculture, forestry and the environment, provides a system for analysing the impact of policy changes across the EU. Teams from each EU member state have developed models for the specific agri-food sector in their own country, which were reviewed by experts. Country-specific differences with regard to the operation of the agri-food sector and how each responds to external influences such as EU policies and world market prices have been carefully modelled. Not only CAP policy variables, but also economic and biophysical variables have been inserted. As all country models were built on a common format, they could be combined and run as an overall system for the EU. Hence, AG-MEMOD is able to analyse the impact of policy changes on individual member states, in all their diversity, as well as on the EU as a whole. This report describes the construction of the Dutch agri-food sector within the AG-MEMOD framework and summarises the specification, estimation and testing procedures applied to build the Dutch model. An application of the model is provided for a sugar policy reform. Although there is scope for improvements, the current model version can already produce reasonable projections for agricultural commodities in the Netherlands.
Authors: Pierick, E. Ten; Beekman, V.; van der Weele, C.N.; Meeusen, M.J.G.; de Graaff, R.P.M.

Abstract: Many business organisations put a lot of effort in raising their performance levels in the three dimensions of sustainability - i.e., people, planet, and profit. It is therefore important to measure and weight the effects of their efforts. In this report a framework is presented that is helpful in analysing the social, environmental, and economic activities of a business firm or chain. This framework is based on Wood's (1991) model of corporate social performance. However, it is enriched by incorporating contributions by other significant scientific studies in the fields of corporate social performance and business ethics. Furthermore, based on a review of the scientific literature, suggestions for operationalising the framework are offered.

Authors: van Berkum, S.; de Bont, Kees

Abstract: This volume contains background papers that contributed to discussions between Polish and Dutch agricultural policy makers, held in Warsaw (16-17 July, 2002) and in The Hague (26-27 September, 2002). These meetings took place in the context of the Utrecht Conference in which bilateral meetings on various policy issues are organised. The papers give insights in the agricultural and rural development in both countries and point at the main problems at stake. Further, the contributions discuss the past and present agricultural and rural policies and show to what extent these policies help(ed) to tackle the major problems of the agricultural sector and rural areas. Discussions took place on various issues such as farm retirement and direct payment schemes, competitiveness of the sector and the future developments of the Common Agricultural Policy in an enlarged European Union.

Abstract: This report describes the economics and data structure of the HORTUS partial equilibrium supply and demand model developed at LEI. HORTUS can be used to simulate the effects of policy changes and exogenous changes in costs, production and consumer trends on the production, trade and consumption patterns of vegetables and fruits in the Netherlands and other European countries. The report demonstrates the use and working of the model by means of two simulations: (1) a general reduction of import tariffs in the EU and (2) a rise in heating gas prices in the Netherlands.

Authors: van der Knijff, A.; Benninga, J.; Reijnders, C.E.; Nienhuis, J.K.

Abstract: The Dutch greenhouse horticulture sector has for many years endeavoured to improve its energy efficiency. In 2003, the energy efficiency index (EE Index) improved by 1 percentage point to 51%. This improvement was due to increased yields per m2 at an unchanged primary fuel consumption per m2. Conversely, in 2003 the sector's CO2 emissions increased by 0.21 million tonnes to a total of 6.44 million tonnes. This increase is due to the sector's reduced ability to make use of power companies' residual heat and cogeneration-plant heat, as a result of which the sector was compelled to make more use of fossil fuels (natural gas). However, both the use of energy-saving options such as heat storage and movable screens and the number of energy-cluster projects continue to increase.; Door de Nederlandse glastuinbouw wordt al jaren gestreefd naar een verbetering van de energie-
Authors: Achterbosch, Thom J.; Dopfer, Dorte D.V.

Abstract: This study examines the risk of importing animal diseases into the Netherlands through livestock trade. It presents projections of Dutch cattle imports until 2010, and applies quantitative epidemiology to estimate the related probabilities of importing three animal diseases (foot and mouth disease, bovine tuberculosis, and leptospirosis). A key result is that trade flows involving large numbers of cattle from a large number of small-scale farms poses alarming risks to veterinary health in the Netherlands.

Title: THE CAP MID TERM REVIEW AND THE WTO DOHA ROUND; ANALYSES FOR THE NETHERLANDS, EU AND ACCESSION COUNTRIES

Authors: Lips, Markus

Abstract: This report analyses the potential impact of the EU CAP reforms that follow the Mid Term Review and the Harbinson Proposal for negotiation modalities in the WTO Doha Round on the Netherlands, EU14 and the accession countries. In welfare terms, the MTR has a rela-tively small impact on the Netherlands, the other member countries of the EU as well as the accession countries, while agricultural income decreases add up to around 2, 3 and 5 percent respectively. Under the Harbinson Proposal the Netherlands and the other EU member countries face losses of their agricultural incomes of 8 and 10 percent respec-tively, mainly due to reduced outputs in the cereals, oilseeds, and cattle sectors. The agricultural income in the accession countries is also decreasing. As a conclusion, the MTR does not make the European Agriculture compatible for the WTO Doha Round. The border protection measures, which are hardly affected in the MTR, still play a mayor role. Assumptions about the effects of decoupling and the difference between applied and bound tariff rates influence model results.
Authors: van Horne, P.L.M.; Bondt, N.

Abstract: This report relates to a comparative study of the production cost of eggs in 2004 in some EU countries and Brazil and the USA. This was supplemented by a review of the prospects up until 2012. An insight was obtained into the national developments in animal welfare, environmental measures, and food safety. It was concluded that the production cost of eggs in the EU will further increase and as a result the difference in production cost with the non-EU countries will further increase. In the EU, Dutch and German layer farmers are confronted with additional animal-welfare and environmental regulations as compared to their counterparts in France, Spain and Poland.

Abstract: This report evaluates the effects of the Uruguay Round Agreement on Agriculture on EU's international agricultural trade position. EU's share in trade of total agricultural products has not changed over the period 1993-2003. Yet, the EU lost market shares in trade on cereals, sugar, and dairy and meat products. WTO commitments to reduce export support have contributed to these decreasing market shares. However, for some products demand developments have had greater impact on EU's market position than changes in trade policies due to the Uruguay Round Agreement on Agriculture.
